Europe favours trade to a very large extent and even the European Commission is in huge favour of the same. The gambling scenario of Europe can be understood in details if one look into the attempt made here to make gambling legal in various manners. But such centralized attempt to make gambling legal has failed in Europe. But this has not decreased the zeal of the European countries to legalize gambling. Each of them has taken up the matter separately and independently so that they can make this activity legal in their own country.

United Kingdom made first attempt in this regard and was one of the pioneer nation to do the same. Gambling act was passed in 2005 and gambling commission was established. Its main purpose was to regulate online gambling as the scope of fraudulent activity is huge in this area due to involvement of huge amount of money. The jurisdiction of gambling areas were made distinct and the tax imposed on gambling websites varied accordingly. The gambling scenario in Europe keep on changing based on the tax provisions. The website owners always try to come under such a jurisdiction where they have to pay lesser tax so that they can earn more. To give home benefit to some websites secondary taxes are levied on offshore operators.

Italy legalized gambling in 2009. It has introduced poker tournaments, skill games, fixed odds sports betting and bingo in the online gaming scenario and has received a very good response. Online poker cash games has been legalized in February 2011 and online casino gambling in June 2011 which has open floodgates of revenue in its economic system. Huge attempts have been made to block offshore operators so that the business benefits are not outsourced to other countries. It has made it a very hard market to penetrate.

France established its online gambling regulation in April 2010 and has allowed sports betting, horse racing and poker since then. It allows private competitor in its system which makes the competition even tougher. France levies tax on gross turnover and not on profits which is a very inhibiting factor for investors.
Spain will legalize gambling from 2012 and it is yet to be seen that how the market reacts to this new introduction. As there are many countries which have legalized the same earlier they have good sources of legal and marketing reference to implement this system in a successful manner by learning from others mistake. The legalization of gambling is expected to be a success in this country also.

Greece needs gambling for the purpose of revenue generation as it can be hugely used in the whole process of bail out that it desperately requires. Gambling has huge potential of money generation for a country out of private investments made by private players. It poses negligible risk to the government. If properly regulate it can help Greece to a large extent to come out the economic blow it has faced during recession and even after that.
